If you're using a smart phone, just install a call blocking app for for your device and set it to accept only calls from your contact list and your local area code. On my Android phone, I use an app called Call Control and it has solved the problem. Kind of a brute force approach, but until the CRTC and the Telcos do something about spoofed Caller ID's, it's the only way I found of retaining my sanity.

Then I found a blog comment that said to call 866-246-7196. I did and it was for a do not call request service for a small number of companies that call consumers. Just give the caller's phone number to verify it's on their list and the receiving phone number for the do not call list.
